Can you Modify VEX parts? Like cut/bend metal pieces, alter "VEX" parts so that they may not be original?

Yes, this is legal.
The only rule which restricts modifying parts is <R15> which states:
<R15> Parts may NOT be modified as follows:
Motors, extension cords, sensors, controllers, battery packs, and any other electrical component of the VEX Robotics Design System may NOT be altered from their original state in ANY way.
Welding, soldering, brazing, gluing, or attaching in any way that is not provided within the VEX Robotics Design System will NOT be allowed.
Mechanical fasteners may be secured using loctite or a similar thread-locking product. This may be used for securing hardware ONLY.
There is nothing in this rule which makes the actions you described illegal.
