Looking for what alterations of an omni wheel would be allowed. As long as there is no (per R9.b of the game manual) "welding, soldering, brazing, or gluing" is it OK to file, drill, or cut the wheels?

If you really want the answer, you should ask in the official Q&A, but I do know that cutting, twisting, mangling, drilling, and otherwise mechanically altering every other part of Vex seems to be legal, so I doubt the omnis are any different.

(Did you know that the clutches contain a cool little spring? We're trying to figure out how to use them as chain tensioners.)

I believe it is, as they technically aren't an electric part.

Clutches are purely mechanical.. They can be taken apart just as metal can be cut into various lengths. Although now that you mention it I'm going to go about looking for a useful application for them..

Thanks for the update. I evidently knew that clutches aren't electric, the evidence being that I said so.
