We're having an issue with the robot being to top heavy. So we were going to build a steel box to cover the chasis in order to add wieght. According to the books this is " for display purposes only". Just double checking, is this legal?

its worded in the rules as non functioning decorations, and says that basically your robot has to operate the same without them, meaning if you take off the decorations you should do as good as with it.
so basically no, use that decoration rule to ad some fun to the robot.

mister_t's right, but they don't have to know that it helps you. But really though that would be poor sportsmanship, one thing you could do is the large knobby wheels are quite heavy you could use them as counter weight or make a larger base.
